“Hybrid/Hummer” Tax: Within the DMV Reform Amendment Act Of 2004 went into effect on April 15, 2005. One provision exempts owners of hybrid and other alternative fuel vehicles from excise tax on their vehicle, and will reduce the vehicle registration charge, while excise tax rates for heavy passenger vehicles (over 5,000 pounds) will increase to 8% (from 7%). They should increase tax

They should increase tax incentives to attract more to buy hybrids. People are still hesitant to buy them despite the offering. Anyways, this is a good step towards encouraging people to care for the environment.
